It is prohibited to cross the line.

This applies regardless of traffic volume or the speed limit in the area. The only exception is if there is an obstacle in the lane causing a traffic halt if the line is not crossed. In such a situation traffic in both directions must slow down and cooperate to pass the obstacle.
