Justification

In such situations, you should slow down and stop if necessary. This always applies when driving past individuals who may have additional challenges in traffic, such as children, school patrols, visually impaired, or disabled persons.

As stated in the traffic rules ยง13: Drivers must especially maintain a sufficiently low speed and, if necessary, stop immediately when passing: children, school patrols, persons using a white cane or guide dog, other persons who may suffer from impairments or illnesses that hinder them in traffic, or buses that have stopped or are about to stop at a stop.
