Who can drive in the 2+ lane?

Justification

The sign is called High-occupancy vehicle (HOV) lane. An HOV lane may be used by taxis and buses, in addition to motor vehicles carrying at least the number of people stated on the sign (including the driver). So this lane may be used by any cars with at least one passenger.

Any vehicle that is permitted to drive in a public transport lane (2-wheel motorcycles without a sidecar, 2-wheel mopeds, bicycles, marked emergency vehicles and electric or hydrogen-powered motor vehicles) may also use this lane.
