Justification

The driver should ease off the accelerator well in advance so that the speed is low when approaching the top of the hill.

There is usually limited visibility at hilltops, so the speed must be reduced. It is more economical and environmentally friendly to do this by easing off the accelerator well in advance - rather than applying the brakes right when the speed needs to be decreased.
