Justification

When stationary in traffic, turn off your engine and listen to traffic updates. The radio can provide useful info and is the main way authorities communicate with you.

If the queue has not moved in a while, there has most likely been an accident further ahead.

Leaving the engine running serves no purpose when you have no idea how long you will be standing there.

Options
I would walk ahead to get a better view of the traffic situation
I would turn off the engine and listen for announcements on the radio if there has been an accident
I would pull over to the side and park
I would drive as close as possible to the car in front to make the queue as short as possible
