The person is visually impaired or blind.

In the traffic rules, it is stated that drivers should be especially careful, drive slowly and stop immediately if necessary when passing someone with a white cane or guide dog.

This also applies when passing children in or near the road, school safety patrols, or any person who is assumed to be suffering from a disability or illness which hinders them in traffic.
