What does it indicate if the vehicle pulls to one side when braking?

Justification

If the car pulls to either side when braking, it could indicate braking force is not evenly distributed between wheels on the same axle. According to motor vehicle regulations, this is a requirement. Otherwise you are more likely to lose control of the vehicle when braking hard, making it difficult to perform a controlled emergency swerve.

This is caused by uneven wear on the brakes.
