What is the difference between road shoulder and pavement?

Justification

The road shoulder is the area which lies outside of the edge line, but pavement is usually separated from the roadway with a kerb.

In the traffic rules, pavement is defined as any paved strip designated for the use of pedestrians and separated from the carriageway by kerbstones.

The shoulder is the part of the road that lies outside its marked edge. The edge line may be either solid or broken.
