According to motor vehicle regulations, a car must have at least two brake lights which light up automatically when braking. Wheels are not required to lock up when braking. ABS brakes, for example, are designed to prevent wheel lock-up to maintain steering ability. The brake system should apply more force to the front wheels than to the rear wheels.
