Power steering only works when the engine is running. By turning the steering wheel to one side and then starting the engine, you can feel how the power steering makes it easier to turn the wheel further.

You can still drive the car if the power steering is not functioning, but it will feel more heavy and sluggish and the ride quality will decrease.
